Contract Description

The 8(a) Streamlined Technology Acquisition Resource for Services (STARS) III Government wide Acquisition Contract (GWAC) - a/k/a “STARS III”, is a Multiple Award, Indefinite-Delivery, Indefinite- Quantity (MA-IDIQ) contract to provide information technology (IT) services and IT services- based solutions which may include the integration of ancillary support which is necessary and integral to the IT services being acquired. STARS III Master Contract awards are reserved exclusively for qualifying Small Business Administration (SBA) certified 8(a) prime contractors with competitive prices. STARS III is established under the authority of the Small Business Act (P.L. 85-536, as amended), 15 U.S.C. 637(a), 13 C.F.R.124 and FAR subpart 19.8; and is operated in concert with authority from the Office of Management and Budget (OMB), which has designated the GSA as an Executive Agent (EA) for Governmentwide IT acquisitions pursuant to Section 5112(e) of the Clinger-Cohen Act, 40 U.S.C. 11302(e). The scope of this designation includes GSA’s role and responsibility to award and administer the Master Contract, and to grant a Delegation of Procurement Authority (DPA) to warranted contracting officers for the award and administration of the Orders.

Summary

NAVAIR's PMA-201 Fuel Containment/Aerial Refueling Program

The Aircraft Armament Equipment (AAE) / Fuel Containment (FC) Program is part of the PMA-201 Precision Strike Weapons Office and supports Aerial Refueling Systems (ARS), Common External Fuel Tanks (EFT), and related Peculiar Support Equipment (PSE). Navy aerial refueling, an essential element of organic carrier-based recovery and mission tanking operations, increases the range and effectiveness of strike aircraft. The FC program is dedicated to keeping the Navy’s carrier-based in-flight refueling operations functioning efficiently and effectively with reduced flight safety risk by constantly improving/modifying FC systems in order to support the fleet.

DTIC has established an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for Research, Development, Test and Evaluation (RDT&E) Services, other Research and Development (R&D)-related Analytical Services, and Development of Doctrine, Tactics or Plans.

CYBERCOM OMNIBUS

USCYBERCOM requires contractor support to assist its vital mission. USCYBERCOM plans, coordinates, integrates, synchronizes, and conducts activities to direct the operations and defense of specified Department of Defense (DoD) information networks, to prepare, and when directed, conduct full-spectrum military cyberspace operations to enable actions in all domains, and to ensure United States (U.S.)/Allied freedom of action in cyberspace and deny the same to our adversaries.
The Command is charged with pulling together existing cyberspace resources, creating synergy that does not currently exist and synchronizing war-fighting effects to defend the information security environment.  USCYBERCOM centralizes command of cyberspace operations, strengthens DoD
cyberspace capabilities, and integrates and bolsters DoD’s cyber expertise. Consequently, USCYBERCOM improves DoD’s capabilities to ensure resilient, reliable information and communication networks, counter cyberspace threats, and assure access to  cyberspace.

 DC3 is designated as a federal cyber center and Department of Defense center of excellence, and serves as the operational focal point for the Defense Industrial Base Cybersecurity Program. DC3 operates under the executive agency of the Secretary of the Air Force.
DC3’s mission is to deliver superior digital and multimedia (D/MM) forensic services, cyber technical training, vulnerability sharing, technical solutions development, and cyber analysis within the following DoD mission areas: cybersecurity and critical infrastructure protection, law enforcement and counterintelligence, document and media exploitation, and counterterrorism.
